Created when aid becomes a substaintial proportion of the countries national income
The recipient has to agree to spend the money on goods and services in the donor country
Aid given directly by the government of one country to another
Aid given by governments to international organisations which use the money to assist programmes in poorer countries eg. World Bank and UNESCO
Distribute aid in a variety of ways. Many are charities eg. Oxfam who raise money for development projects, ensuring it goes to those who need it most
