Where a change of leadership occurred in the year, the listed leaders are those who were in office on August 29, 1825.
In cases where Heads of State and the Heads of Government are the same, only one name is given. In several cases, the title of 'Prime Minister' was not established officially, but I have included those who acted in that capacity as the chief minister of the government or de facto ruler.
As much as possible, I have tried to use the name of the leaders in their own languages, albeit in the Roman alphabet, and the name of the country as it was called at the time.
