Keep DC. It's interesting, and it's a freebie since it comes up with the obvious answer. I noticed there's no overlap between this and the Wal-Mart list. :-)

Interesting - this was actually fun to deduce. West coast (predictable), scattered east coast (from mid-Atlantic states north), a few low-population states (easier to get a high per capita), and couple of other states with large urban centers.
