Because Minnesota, Wisconsin, Michigan, Indiana, Illinois, Ohio, and Pennsylvania aren't landlocked.

Of course the Gulf is part of the Atlantic but I like the specificness to avoid any confusion.

Again with the same crazy stuff in the landlocked quiz about the Great Lakes causing states to not be landlocked. I really don't understand that mentality.
