Well, that strategy works if "any city" means cities in Canada, USA, Germany, Japan, or Australia...they got over half of them.

Most livable cities were ranked by "key quality-of-life" issues, including political stability, currency-exchange regulations, political and media censorship, school quality, housing, the environment and public safety.

I don't know what makes this list more authoritative than the economist intelligence unit, but there are alot of similarities regardless. That list went Vancouver, Vienna, Melbourne for 1, 2 and 3.
