Got a bit easier once I realized I could enter a state more than once for different letters.

If only you'd accept the full name, "Rhode Island and Providence Plantations." 4 A's, 3 D's, 3 E's, 3 I's, 2 L's, 5 N's, 3 O's, 2 P's, 2 R's, 2 S's, 2 T's...

I could've done Ohio, but the first thing that popped into my head was North Dakota.

MasterPengiun, if you can type that full name perfectly 11 times (without copy/paste) and still come up with the other four in under two minutes, I commend you.

And for the N column, I could've done Wisconsin, (many of my relatives are from there) but instead Pennsylvania was in my mind. I have really got some brain issues on this quiz!

For the O column, any state that starts with O has 2 Os. Should help you on the quiz. Helped me as well.

You can't find a state with even one Q (closest would be the Spanish for Puerto Rican,
puertorriqueño
). Canada has Québec, but has (so far as I can work out) no provinces or territories with a J, X or Z (to match NJ, New Mex. & Ariz.) So Scrabbling with provinces wins you even fewer potential points than with states.
