I think you mean never been in the premier league, rather than top flight, as Brighton and Millwall have certainly played in the top flight

Why do you need FC for Millwall but not the others? Are the others not football clubs?

Brighton, Bristol City, Cardiff and Millwall have all played in the top flight.
