Countries that have a Turkic language as an official language, presumably? Of course, there are numerous Turkic speakers in Iran, Russia, Afghanistan, and China, as well, and possibly elsewhere.

I'd say a Turkic country is one where a Turkish language is spoken by the majority of the population.
