I believe the first fight between the Order of the Phoenix and the Death Eaters happened somewhere in the course of the First Wizarding War, way before the Battle at the Department of Mysteries. That is the first fight in the course of the books, if you want to put that. Many other people made prophecies that are housed in the Department of Mysteries, though they aren't mentioned.
