| I believe the official "regents" of Andorra include 2 people, the Bishop you mentioned, as well as the head of state for France. I could misunderstand the system, but I believe that is how it works there. Additionally, shouldn't Vatican City officially be on here? Cardinals are called "princes of the church" and the Pope is, while elected from his peers, considered the Head of State, with (albeit Theocratic) Total control (including all Royal trappings such as a ring, seal, emblem, Royal name, etc etc). |
