Pretty sure Los Angeles would make the list if you counted all the Spanish-speakers there. Of course it wouldn't be official or anything, and I'm not sure if it's possible to reliably estimate.

(covering just the city proper) gives stats for both race and language, showing that in the city proper, the number of Spanish-speakers is about 90% of the number of Hispanic people. So if this is at all similar for the metro area, we can confidently estimate
there are at least 5 million Spanish-speakers in LA.

^Interesting numbers, but I made the choice only to include cities in jurisdictions where a romance language is an officially recognized language. New York City would also probably be close (although might not make it), but since the official and working language in both cities are English, I have to leave them out.

Port-au-prince can't possibly have over 4 million people. Every but the site mentioned as source, gives quite a smaller number.
