Could you accept 'ensure' for 'insure'? Though the spelling is indeed 'insure' in the actual Preamble, Webster's considers the two words to be interchangeable. Of the sources I checked, those that didn't agree with Webster's say that 'ensure' would be the more appropriate word in this context.

Schoolhouse Rock! was definitely helpful on this one. I had about 2/3 of the words, and then I remembered the song and filled in the gaps :)
