| I don't think you should excluded Massachusetts. As someone who lives there, people don't really have a choice. If you have an older license plate, with 3 digits on each side, you are not required to have two license plates. However, if you have the newer license plates (I think they first came out around 2000), you are required to have two license plates. I hardly ever see one license plate now because most people have switched to the newer plates. |
