Andorra wouldn't count, but Monaco should. What about Iraq and Saudi Arabia? And Morocco?

Iraq and Saudi Arabia were not part of the empire. The Byzantines only had the western shores of the Gulf of Aqaba, and Iraq was always Sassanid territory. As for Monaco, I can't seem to find a definitive answer either way. It seems likely so I'll add it.

No to Monaco - Byzantines controlled, at various times, Southern Spain, parts of Italy, and Corsica - not mainland France. Malta, on the other hand, was indeed controlled by Byzantines.

Morocco should be on here. In the 6th century the empire controlled a small area of land to the south of the Strait of Gibraltar.

Monaco removed, Morocco added(forgot about that one), and Moldova was never Byzantine. The only part of Ukraine that the empire had was the southern Crimea.

Pretty sure Malta should be there somewhere. And according to the list of countries below the map on your link Portugal is included.
