Rivendell is not a kingdom, it is simply a house of elves with Elrond as their Lord. Denethor is the steward (not king) of Gondor, given the duty to safeguard the realm until the return of the king. Balin was lord of Moria, not king. Even this title is contentious given the fact that he never held all of Moria within his grasp, but it does say on his grave "Here lies Balin, son of Fundin, LORD (not king) of Moria." Treebeard is simply the eldest of the ents. He does not rule over them, though he does lead the ent moot.

Also, Dain is the king of the Dwarves in Erebor during the events of the Lord of the Rings.

The name is Dain, not Durin. The appendices mention Durin VII taking back Moria, which is not the Iron Hills. Also, if Aragorn is the 2nd leader/king of Gondor, shouldn't Eomer be credited for being the Second king of Rohan? That transition happened earlier than the other, I believe.

you could add the mayors of the shire as leaders, also sauron as leader of mordor, saruman as leader of the witch council, witch king of angmar as leader of the nazgul, gwahair as leader of the eagles, and i believe that eowyn stays in gondor and marries faramir and eomer becomes king? correct me if i'm wrong... also galadriel/celeborn for leaders of lothlorien

Eowyn does not become leader of Rohan, she goes to live with Faramir in Ithilien. Also Gil-Galad is in the movies (at least the extended edition I havent seen the regular one in a long time so idk)

Eowyn does become the "leader" of Rohan when Theoden and Eomer and the rest go to fight at Helm's Deep (only in the books, in the movies she is told to lead the people until the warriors are done dealing with the wargs), but Eomer does become king, and as this is based on the movies, Eomer should be the answer, or at least accepted as AN answer. Also, Gil-Galad is only "king" of the Noldor in Middle-Earth. The real king of the Noldor is Finwe, who never left Eressea.

@Celebrian: actually Finwe is dead, so he can't exactly be King of the Noldor. You may have meant Finarfin who stayed in Valinor and ruled his people. After the death of Finwe, Feanor should rightly be High King of the Noldor, and when he dies the Kingship passes to Fingolfin his half brother because Feanor's sons relinquish their claim. So it's not "king" Gil Galad is referred to as the High King of the Noldor, check your facts.
