| Agreed regarding Nigeria and Palau. Palau isn't on the list cited by the source, but Nigeria is. Peru might make a nice bonus answer, as the civil version of their national flag is only red and white. http://en.wikipedia.org/wiki/Flag_of_Peru |

| Argentina once required the plain blue-white-blue triband for civil use, and the flag with the yellow sun on it for government use only. A law passed in 1985 gives everyone the right to use the flag with the sun, but the plain two-color flag is still legal. I saw the plain 2-color flag in use in Argentina in 2004. |

| A few I remember as sets (Japan, Bangladesh, and Palau are all central circles. Tunisia and Turkey are red and white with a star and crescent and for some reason Tonga is part of that 'set' in my mind. lol) |
