These days, these lists are generally released in the middle of the year, so its quite possible that this one came out before Undertaker's title win (which was in late November).

@dtmich, Austin was always considered an upper-midcard wrestler in his early days. He was just never able to crack into the top tier until his WWF breakout. So, no, I'm not surprised he's on this list. He was definitely among the top 50 names in the business in '91.
