| Technically, being "Chairman" means being Chairman of the Central Military Commission of the CCP, which Deng Xiaoping was Chairman of from 1981 to 1989; currently Chairman is not the head position, rather the head of the government is the President (it just so happens that the president is often the chairman). The post was officially changed from Chairman to General Secretary in 1982.
Additionally, Mao died in 1976, and Deng became Chairman of the Military Commission in 1981. Prior to him both Hua Guofeng and Hu Yaobang served in this capacity. It is true that Deng never served as the General Secretary of the Communist Party of China; during his 'rule' that position was held by Zhao Ziyang.
