| The Stratosphere isn't technically a building all the way up. It's just a structure, or a tower, because there aren't habitable floors all the way up the structure. There's a building part, then the big tower, and then a few floors of habitable space on top of that. Similarly, the Space Needle or the Gateway Arch don't count as buildings. The Fontainebleu, on the other hand, is a building all the way up; it's just uninhabited (and ugly). |
