	Apparently I'm dense today, and completely missed the point here. But why not just give the number of seats and let us work from there, rather than from the ranking?

	Because all the countries on each tier have the same number of seats.

	@flixuk: that's true when each of the entities tied for the same place is a separate answer, but here each of the entities tied for the same place is a single answer. In light of that difference I think professor88 is doing the proper thing.

	@flixuk: The EU-countries are listed in order of population size here, even though some of them have the same number of seats. That's why I chose not to give joint places.
