Arceus can be Fire-type. But maybe Arceus is more of a bonus answer.

Yes, Arceus should probably be a bonus answer, though if Arceus is included as a Pokemon that "can" be fire type, then shouldn't Castform, Kecleon, and the Porygons be included for the same reason?
