When before the start of World War II? Newfoundland was a fully self-governing Dominion (same as Canada, New Zealand, etc.) from 1907 - 1934, when it reverted to being governed from London. It didn't join Canada until 1949. Perhaps you want to define a specific year such as at the start of World War II.

Yup, I'd add Newfoundland, and also Ireland, which only left after the Second World War. Also, I'm not sure why the UK is a bonus - it was, and is, a proper member of the Commonwealth.
