Berlin is the largest _city_ in Germany, because Dortmund-Bochum is more of a conglomeration of many smaller cities such as Cologne, Dusseldorf, and Bonn. It's probably wiser to put Berlin as the proper answer, because even though the North Rhine urban area has more people, it does not have a true centre or hub. Imagine the Midlands in England, or BosWash if New York didn't exist. |
