It's a bit confusing that you state "Cities based on Metropolitan Statistical Area definitions", while Anaheim-Santa Ana is an answer, and they are in the LA MSA.

Santa Ana-Anaheim is part of the Los Angeles metro. Also, Sedona-Flagstaff is almost impossible to guess if it is not specified that these are not just major cities.
