(Except in the UN, where the USSR got three votes, alleging Ukrainian and Belarussian sovereignty, as the price of their agreeing to participate.)Exclude India, it was a British colony. Including Estonia is correct, it was independent between World War I and World War II. Also include, by the same token, Lithuania and Latvia. Include Czechoslovakia, as it didn't willingly merge with Germany like Austria did. Don't include North African states - you haven't, but buckers suggests you should - because they were all colonies. (Check Egypt's status, it was effectively a British colony but may have had some blurrily independent status, technically.) I would double check on the status and names of Oman and Bahrain - I'm not clear each was both independent and named that, then.
