Don't you have a source for that by any chance? Define "English speaker". I suppose that this is fluency, right? Otherwise those percentages would be way higher, most people in Europe would be able to order a coffee and have some small talk. And when I travel to Russia, I seem to frequently bump into people who belong to that 1.7-percent group.... Very good English speakers.

http://en.wikipedia.org/wiki/List_of_countries_by_English-speaking_population Most of the countries are listed in the link, however the Ukraine, Belarus and Iceland had to be obtained by other sources, including an updated Version of Russia's results. English speaking is meant by the percentage of people who believe they can confidently speak with others in English, however not fluent.
