Confusing title. I think it's perfectly possible to be both patriotic and apathetic. So you should title the quiz "Most Apathetic States" or similar.

This is just "Guess a bunch of states". There is no real reason to suspect which ones would make the list or not. They seem to span the map. so it isn't a regional thing.

Wait, you mean voters in primarily rural, low-income states with strong histories of locally-enforced voting "irregularities" might possibly be suffering from disproportionate levels of disenfranchisement? Surely you jest.

@cocky: I think it's more than just that - it's mostly states which were solidly red or blue enough that people didn't feel the outcome was in question. The states with more competitive races are generally the states with high turnout. That, plus what Esme said.
