	Scotland is part of the United Kingdom and therefore not a sovereign nation... Also I believe that Delhi is the largest city in India not being a capital... New Delhi is the capital.

	Scotland is indeed a country, but is not a "sovereign state". It is (partially) governed by the United Kingdom.

	Scotland is entirely governed by the United Kingdom, any powers exercised by the Scottish government are granted by the UK government and the UK parliament reserves the right to revoke devolved powers. You can't call Scotland a country in the same way you call Sweden a country, just like you can't call Ohio a state in the same way you call Argentina a state.
