I guess it depends on how you define your terms, but I'd have said the subdivisions of the UK were the counties, many of which I'm sure have populations under a million. Beyond being constituencies of the EU parliament, the regions have pretty much no official status.

I thought he meant that the four countries of the UK are the first-level subdivisions. Of course if he does this, then he perhaps ought to use the Channel Islands too.

Also, the countries shouldn't be in alphabetical order, it gives too much of a clue as to which countries are missing. It would be better to order it based on population of the subdivisions.

The official first level divisions are the constituent counties... the Channel Islands are "crown dependencies" which are not the same. I think. Also, maybe add Japan as a bonus answer? I certainly tried that, I imagine others will as well. Great quiz though!

ChileNoseJam - LacsiraxAriscal is correct, the 4 constituent countries are the UK's 1st level subdivisions (below only the UK government), counties in the UK are 2nd level divisions (below both the constituent country's government outside of England & the UK government)
