although i agree with accepting china, i dont think you should be shocked to find hong kong on a quiz, as it does appear a lot on sporcle

I understand the Hong Kong problem, but you couldn't say that China has one of the three least corrupt governments in Asia.

Not ideal but Hong Kong should just be excluded and the next answer down used (Taiwan). Also it needs to be made clear at the top which countries have no data (i.e. european microstates etc.)

Or if you want to keep Hong Kong, you can put an asterisk by the rank and a note in the description that the government with an asterisk is not an independent country.

It hurts me inside that Canada's got one of the highest rated governments when Harper makes me want to rip my own eyeballs out and stomp them to avoid seeing the destruction he's done to the spirit of democracy in our country. Good lord. What must the rest of the developed countries of the world done to rank lower?

I think you should remove Hong Kong as an answer because it's not a country and it's not accurate to accept China (Hong Kong) given that China does appear in the list in the 79th position. There's no good way to combine Hong Kong (12th position) with China (79th position). If you were to do it on the basis of population the result would be much closer to China's rank than to Hong Kong's. To include China as one of the least-corrupt countries in the world is not supported by your source. If you really want to keep Hong Kong as an answer you should indicate in the game instructions that you accept non-country answers. Another alternative is to make China (Hong Kong) a bonus answer. @PandaTinker: it's a very good thing that you're on Sporcle and are thereby being exposed to information about the rest of the world. Everyone could profit from a little perspective about how their country compares to the rest of the world. There's way too much corruption in my own country's government but I'm under no delusion that it ranks anywhere near the top of most corrupt countries.

I think the title of the quiz is a bit misleading as the source is really concerned with the "perceived level of public-sector corruption in a country/territory" rather than the general concept of accountability. Perhaps "Least Corrupt Governments" would be a title that more closely describes the data from the source.

i agree with what's been said above. hong kong is not a country. it's confusing because when you think of government you think of beijing, which is clearly much more corrupt than say the gov't in tokyo.
