Also it's dubious that the dates for Almaty should include the Soviet period when Kazakhstan wasn't an independent country but part of the USSR. The cases of Bonn and Paraná are also special, because they were the capitals of split countries. Bonn was the capital of West Germany, but (East) Berlin still was that of East Germany. And Paraná was the capital of the Argentine Confederation, but Buenos Aires was at the same time the capital of the independent province of Buenos Aires (that had seceded from the rest of the country). They were cases similar to Richmond (1861-1865) as capital of the Confederated States of America, while Washington continued to be the capital of the USA. |
