i thought the isle of wight was administered by hampshire, city of london by greater london and rutland didnt exist anymore? also what of merseyside?

There are several ways to split counties. If Merseyside was there, this would be the current Ceremonial Counties of England..I guess that is just a mistaken omission.

I am using the Ceremonial Counties of which isle of wight, city of london and rutland definately do count! Sorry about Merseyside, mistake on my part!

Waaay too much time. I did it in 1:33 and I wasn't trying to go very fast. 2 or 3 minutes would easily be enough.

I'm not correcting you here, just mentioning out of interest, that Rutland, Devon and Dorset have all had the suffix -shire added historically e.g. The Duke of Devonshire, even if he does live in Derbyshire.

County class RN ships have included Devonshire and Dorsetshire.
