I would argue that michigan goes before illinois and indiana but otherwise very interesting.

I wouldn't say that Illinois or Indiana are on the perimeter of the US. However, great quiz idea.

Ditto the above. Following the upper peninsula of Michigan would eliminate IL and IN from the "border." And still a great quiz.

Also, there is part of Virginia at the end of the peninsula that has Maryland and Delaware, and following the coastline will take back to Maryland; it might be better to have Delaware, Maryland, Virginia, Maryland, Virginia, North Carolina

Actually, Wisconsin doesn't form the perimeter of the United States. Check a map:

in my opion, you could have expanded it a bit by including lake michigan or even further the mississippi river, even though they aren't technically part of the perimeter.
