Washington DC isn't a city... just like Los Angeles CA or Philadelphia PA or Düsseldorf NRW or Santo Domingo FN aren't cities..

Cool quiz, but you should accept "Saint Petersburg" as well as just "St. Petersburg".

@dlte: What are you smoking? All of those places are properly labeled as cities. The only one that is borderline is Washington D.C. and that's because the legal name of the city is the District of Columbia.

@Trek222: You're totally missing his point. They've changed it now anyway, but he meant that the city's name is simply Washington, not "Washington, DC". The state designation isn't part of the city name in neither that nor in the other examples he gave.
