I have a few problems with this list, the most pressing being (1) the souce for these numbers and (2) the fact that some of these leaders were not dictators. Tojo, for example, was the prime minister of Japan. He served at the pleasure of Emperor Hirohito and was forced out once the tide turned in the war. Leopold II was king of Belgium, not a dictator. His rule over the Congo was a business venture. The Belgian parliament eventually forced him to cede control over the Congo to the country of Belgium.

Did Hitler eally have that many killed? I don't think it should include people who died in the war, even if it was a war he initiated.

@cocky: no, that figure does not include anything involving war deaths, other than murdered POWS. That was the toll of the holocaust.

@Converge: I'm not sure you're right on that one. Wikipedia gives 17 million as an upper bound for holocaust victims even if all ethnic groups are included. The numbers for Stalin and Hitler look to me as if they at least include some war deaths.
