| One used to be able to travel to Canada and Mexico without a passport. I believe it's still possible if you don't travel by air to visit (and return) from Canada and Mexico with just a passport card (which is less expensive) or an enhanced driver's license (if you're a resident of Michigan, Washington, Vermont, or New York) rather than a traditional passport book. I believe the source is only concerned with the traditional passport book. All of which is to say that not having a passport does not necessarily indicate people have not traveled internationally. It would not surprise me if more people in Mississippi than in New Jersey had visited Mexico, for instance. |
