Well, Tyumen has a population of 590 000. Tomsk is 501 000. Rostov on Don has a population of over a million. I'm sure there are others. Saint Petersburg should be accepted for Sankt-Peterburg.

Sankt-Petersburg is not in any language. In Russian it is Sankt Peterburg, in English Saint Petersburg, pick a language and stick with it. And how do you even define main city?
