Augusta can be a girl's first name (at least it appears as such in my Webster's dictionary). And Bismarck was, not only potentially, but actually the last name of the German chancellor around 1870. (Columbus is debatable, as it was a Latinized spelling, being Colombo the actual Italian surname of the discoverer).

Denver (John Denver) and Phoenix (River/Joaquin Phoenix) could also work.

Don't forget about (Otto von) Bismarck. Denver also happens to be (around) the 740th most common boys' name in the USA, but that may be on the obscure side. You could also have Washington as a bonus answer, dur to it being a fairly common name and a (non-state) capital.
