You make the rules, but to me it really feels like Ottawa and Canada share two letters (the two A's are even in the same places in both words).

@thedpr - I tried to cover this by saying "letter of the alphabet" rather than "letter" in the title, and using Canberra/Australia, with multiple occurences of each letter, as the example. I agree, I could have chosen to define it either way, but this way felt better to me. Happy to hear others' views...
