According to the 2006 Census in Canada, the City of New Westminster, British Columbia had a population of 58,549, which should qualify it to be included on this list.

The population of the District Municipality of Langley in 2006 was 93,726, not 96,726. It seems there's some inconsistencies on whether you're including District Municipalities or not. What about the District Municipality of North Vancouver (pop. 82,562) or the D.M. of Maple Ridge (68,949)?

According to Wikipedia, Spokane Valley, WA has a population of 89,755 in 2010, which would put it near the middle of the list.
