"K2 (Qogir)", if anything, and it is on the Pakistani/Chinese border (ironic that you give it its Chinese name first, but note it's location is Pakistan). Also, Kangchenjunga is on the Indian/Nepalese border; Lhotse, Makalu and Cho Oyu are on the Chinese/Nepalese border.

Tallest generally refers to the measurement from the base of the mountain, not from sea level. This makes Mauna Kea (> 10 000m tall) the tallest (Everest is the highest, but only measures up to 5200m from its base). Although, going even farther, the tallest known mountain in the world is Olympus Mons on Mars which has been measured at more than 20 000m above its base.
