How is Maldives not an answer? From: http://www.cnn.com/2009/WORLD/asiapcf/10/17/maldives.underwater.meeting/ "Maldives is grappling with the very likely possibility that it will go under water if the current pace of climate change keeps raising sea levels. The Maldives is an archipelago of almost 1,200 coral islands south-southwest of India. Most of it lies just 4.9 feet (1.5 meters) above sea level." Need better source.

It is nice to see a scientific study being used as a source. Unfortunately, that one study seems to have a clear bias against smaller nations, especially island states, that are actually the most affected. Maldives is number one, as @Zoopy says. But most of Oceania should be on the list as well.
