| England is what here is called a "subnational" entity. (England is of course a nation; what the CIA World Factbook calls these are "first-order administrative units). England doesn't have a parliament, but it does have it's own set of laws as set out by the Westminster Parliament, and regulated via a court system set up for the Kingdom of England. (For most purposes the Kingdom of England includes Wales, although since the '60s new business for both England and Wales now has to name both entities.) You might notice that for some time periods Northern Ireland didn't have its own parliament either, and was also administrated more directly via Westminster; I would still argue that it too is/was a "subnational unit" as described here. |
