It's correct, this is the Forbes list. The only problem is as stated Caracas is in Venezuela not Norway.

These aren't the World's most expensive cities. They are the world's most expensive expatriate cities. The cost of living is different for a citizen who would receive tangible and intangible benefits. This is explained in the Forbes List.

You need to accept New York. The name of the city is New York. People just say New York City to differentiate from the state.
