| Head of state is as defined in individual country's constitutions (i.e. the Queen is the head of state of many commonwealth countries, therefore Thatcher and the UK isn't listed, likewise with Shipley and New Zealand, Gillard and Australia, Campbell and Canada etc.). The term democratically elected is applied loosely. Peron and all the women listed as 'Acting President' didn't stand for election for head of state of their countries, presumably, but assumed the office after the death or resignation of the previous head of state. It's debatable whether they warranted inclusion but I decide to on the basis that they assumed office democratically and in accordance with their country's respective constitutions. |
