Looking closely at the source stats they factor in 'electoral process and pluralism', 'civil liberties', 'functioning of government', 'political participation' and 'political culture'. Which is a bit questionable as it means, say, an authoritarian regime that happens to have effective rule over its subjects, or a dictatorial country with a pro-democracy movement they haven't managed to stamp out, could be rated favourably versus somewhere with actual legitimate parties and elections. |
