Every city on the list appears to be the largest cities of each respective country, unless I'm mistaken? So is Frankfurt really less green than Kiev?

i doubt the whole quiz except from the top5........ exemplars of a green city such as freiburg in germany are missing

Why there are only biggest cities of countries (only capitals except Istanbul and Zurich)? Stuttgart for example is one of the greenest in Europe.
