Moldova is the kind of place that just wasn't meant for independence. It's a piece of Romania the USSR swiped, and made into a republic. Then later the USSR collapses and the hapless thing is now without either Romania or Russia, and has to hoof it on it's own. To make matters worse it has a breakaway state inside it filled with angry ethnic Russians. And yeah, lower GDP per capita AND HDI then Botswana.

I understand that rural Romania is essentially peasant territory and the cities are more modernized. Perhaps Moldova shares some of the characteristics of the poorest parts of Romania.

@HiddenPalace: I am afraid that Moldova has more problems than that. The political economy of the country is not favorable for development with the breakaway state among other things. When I was in Chisinau just a few years ago, there just seemed to be no real commerce. I arrived at an empty airport at rush hour and there was no traffic on the streets. It really was pretty depressing.

@gowhere, what part of chisinau did you go to ?? there's plenty of commerce, the main street through town is full of shops and flashing lights. it's just not a very big town... p.s. the breakaway region is not full of angry russians, it's full of nice people, i went there too
