If you had read the instructions, you would have noticed "in STATES that border". New York state borders both Erie and Ontario - so NYC is correct in spite of being nowhere near the lakes themselves.

regardless of the instructions, the title should not be "Great Lakes Cities" since a lot of these don't fall under most people's definition of that term, maybe change it to "Cities in Great Lakes States" to be clearer

This is stupid. "Great Lakes Cities" should be cities actually on the Great Lakes, not cities whose states border the great lakes. It's idiotic to consider New York, Philadelphia, Cincinnati, and so forth to be Great Lakes cities.
