	Countries have to be within the European Brodcasting Union and then they can be eligible to submit songs. Many Islamic countries refuse to aknowledge Israel as a country and one Eurovision rule is to broadcast all entries so these countries can't participate.

	Odd that you have Serbia, Montenegro, Serbia and Montengro and Yugoslavia as separate entries but Germany seems to cover East and West Germany as well?
